I can't claim to know all that much about UK place names however here is what was found online:
Bootle (pronounce bu:tel is a town within the Metropolitan Borough of Sefton in Merseyside, England. It is represented in Parliament.

We have our own eccentric sounding place names here in eastern NC as well. How about Nags Head, Duck, Lizard Lick or Conetoe.
