What I got is that they were too slow to decide, and when they did the restart was about to happen, so they were concerned the drivers would get the message at the worst moment and mess up the restart.
About DRS, it's just another tactic. maybe next year they will scrap one of the DRS zones, maybe move the detection zone, whatever, they'll solve it.
It was a great race to watch, season will be epic, just enjoy the show
