Based on what I have read, I don't think there is any question 1CGS decided to drop developing support for the OR.
Probably rightfully so, sounds like their early development was rather rough around the edges, and I don't think they had the team and/or resources to properly handle support for the device. They were obviously very premature in announcing to the public they were working on supporting the OR when BOS was being developed.
Certainly it sounds like the specs for the OR have been changing dynamically and with a piece of hardware being designed like this, that is understandable.
