They knew the F-117 route ahead of time. USAF officers were quite angry at UN forcing them to submit their flight routes (which then got leaked). After this incident F-117s (and perhaps other planes, I don't know) did not have their routes reported to UN AFAIK. Perhaps not even to NATO. Also routes were varied instead of flying the same route every time (this was, as far as I recall, the main reason the F-117 was easy to find - paperwork requirements for reporting and approving new routes took too long).
