As my X800 video card wont run Vegas, whats the best previous cop fps?
I think maybe SWAT 4, though the unreal engine is a bit old?

You're not a police officer in Vegas...you're a member of Rainbow 6...an elite military counter-terrorist team...
The best police game aside from SWAT 4 is probably SAWT 3...in my opinion, SWAT 3 is arguably better than SWAT 4...
Your concern with SAWT 4 seems to be the aging nature of the graphics engine...Remember, there is much more to these games than graphics...

As a fan of the John Sandford books, a mixture of action and detection would be ideal..... a first person Max Payne with more thought and a less insane body-count. Mona can stay though. Meanwhile, trying the SWAT4 demo. Thanks, Keith

SWAT3 and SWAT4 are phenomenal titles. Either one gets the job done and the work done with the Unreal engine sure doesn't look dated. SWAT4 is arguably darker and uglier in terms of content.
