Tsunami tides come back in quickly. I don't know about hurricane driven waves, but with it being a different mechanism, I'd guess the return / surge would be somewhat slower than what you see with tsunamis. That's just supposition on my part, though. I sure wouldn't walk out very far into it... moving water is powerful stuff and needs to be respected.
