Yes, and ED/3rd parties have no interest or incentive to finish the modules they started because they already have our money.
That's a pretty broad brush, hyperbolic statement. RAZBAM aggressively continues to improve the M-2000C, and Polychop added a separate helicopter model to their module free of charge. And that's only what we see on the surface.
I'm disappointed with VEAO and Avio, but I won't tar all 3rd party developers with the same brush.
Yet the two examples you have given are some of the most recent and still aren't complete so not quite out of the woods just yet. Time will tell on those modules to see if they left incomplete like every other module out there.
