I'm no programmer but it's my impression that changing AI behavior after a game has gone "gold" must be both a very time consuming and expensive proposition. I think from a purely business perspective it makes more sense to make things like new planes and new maps that will generate revenue than to reprogram the AI which will not necessarily lead to more sales.
