I have exactly the same bug Same error message. I thought it was since "useparkedplanes" failed to find any A-20Cs in the templates, but it persisted even after I unchecked useparkedplanes... I also replaced the A-20Gs on the ground with C models in the templates, yet he still couldnt pick up a base.... I have the bad feeling that all my bases can't be picked up and aren't belong to me yet :p
