Was testing an editing a mission ... having issues
Load mission into editor , fly it a bit , return the editor and CPU is being heavily used and editor is way to sluggish to use ( takes many seconds to do something simple like load / save dialog to appear)
anyone else notice this ?

for skin testing I get on average 30-35 FPS with one or two units flying over Nevada at noon with some clouds - I get steady 40 FPS maxed out in P3D v3.4 with REX-Soft Clouds at x4096 setting over photoreal terrain.
DCSW load times are OK all things considered, take P3D, it can take 3-4 minutes to load a mission, since I am loading 150GB of terrain textures, so the 1 minute or so it takes to load the mission is not so bad.
but all I am doing in DCSW is simple skin testing - so I dont know how a complex mission runs, you may have a background process that is running in parallel and that accounts for the sluggish behavior, but since Lock On FC days, this sim has always been a resource hog.

Its not when playing its trying to use the editor after you have tested something
1. edit mission 2. fly for a bit 3. quit mission go back to editor 4. takes 20 second to bring up a load file dialog window
CPU is being hammered by DCS

DCS is CPU intensive, when I am testing a skin I load it many times and load times vary widely.

The issue here is DCS not releasing memory. It has nothing to do with CPU usage at all. Load times vary since some to the stuff needed is still in memory and sometimes it isn't. Load the same missions x number of times and the load times will generally be short after the first time, as long as you don't do anything else in between.

releasing memory - you mean flushing ? clearly this is an hydraulic problem, which can not only affect the sim, but, as we all know, is downright dangerous as water can damage the circuitry in a "personnel computer" a.k.a P.C. , that this problem has been left unattended can be only be explained by gross dereliction of duty.

I must not be explaining this properly
After editing a mission
then playing it for a bit
then quitting the mission and returning to the editor (to edit some more)
CPU useage is HIGH in the EDITOR and the editor UI is so slow as to be almost unuseable
Clicking a button (eg add plane) takes ages (many many seconds) to do anything

when I run the editor the mouse movement slows down a lot - which probably is the same problem you are having

I had RAM issues on the NTTR map when using the editor and playtesting missions. Upgraded from 8 to 16 GB RAM and all is good now.

Its only currently using 4 - 5 Gig when editing , dont think I want to upgrade from my current 16G to 32G at the moment
