One is a major single release. The other is a game that was built on continually updated features, future progress, new campaigns, new content (paid and upaid) etc.

Ubisoft isn't going to keep paying Luthier and his team to improve an already released product. Once the game is considered largely playable, that'll be it. ROF is completely different and ongoing past just engine fixes.

It's depressing in a way. Even if COD is 100% playable, it's still lacking so much.

Oleg was one of the pioneers of the continual upgrade model. Not only did he release several free upgrades and patches over several years, but there was a full decade of releasing new products which upgraded the engine (and content) - all the while under the supervision of UBI.

IMHO, the only difference is that RoF has been charging for downloads, rather than issuing upgrade DVDs.

If you've followed Il-2 from its inception you should realise that your point goes against everything that has happened in the past.
