The game doesn't pause when you look at the map. But you can't look around while the map is up (you can still see the landscape around you while the map is on, it's like an overlay).
So what I usually do is look to the side about 45 degrees, then invoke the map. Because I can still steer the plane, I can cirle around and compare ground features to what I'm seeing on the map.
