Years ago, (BH&H 2) OBD made it so when you first started the game, you could hit the "Space Bar" and it would immediately jump to the first GUI selection screen.
When I first bought WOFF-OTT (using my old Win 10 PC) last Fall, I noticed that sometimes it would not immediately jump to the first GUI selection screen after hitting the "Space Bar" and would take quite a few seconds to open to the first GUI selection screen.
Now with my newer Win 11 PC and playing WOFF-OTT with patch 1.16, I noticed that 95% of the time when I start the game, after hitting the "Space Bar" it takes exactly 75 seconds to go from the opening screen to the first GUI selection screen (the game has zero problems from that point on).
Has anybody else noticed this long loading times or is this just my PC ??????

It is immediately in the main menu on my PC after pressing space. Even if I turn on videos and music. Maybe turn them off and see, perhaps there's a delay playing those on yours?
May also be worth seeing what else is loaded on the system, check Hard drive for errors (I use HD Sentinal) or defrag too.

I reinstalled WOFF-OTT and the problem went away.
I wonder if the problem is because I do no have my game PC attached to the Internet, so it was trying to call home to see if a patch was available and since I'm not connected, it keep getting confused for 75 seconds and would not start till it timed out.

Yes that could be it Panama - if you are currently online now and it's working fast. I guess you could unplug again now you have registered, and test that. We did test offline too after the first online connect to verify etc. I guess various PCs could also treat that differently, for example Anti Virus could think it's trying to connect somewhere too much and block it.

I wonder if you could put an optional checkbox in the Workshop settings that tells the games (WOFF & WOTR) not to call home if you keep your PC offline so this problem does not arise in the future ??????????
What I am currently doing is setting the Internet on my game PC to "Metered" with a download capacity of 1 MB per Month. That way it can still "call home", but M$ does not try to mess with my game only PC. I use a completely different PC for online use.

The workaround sounds reasonable, given it's a PC you specifically want offline. It's not something we want to be optional as such, we can maybe mull it.

No worries, we don't recommend working offline as it will miss out on news and update notifications. It's an important part of the latest version. It will retry several times, and of course it will wait a moment between retries. We have looked at it and won't be changing that at the moment.
