One needs to remember that ave FPS means little when working on Performance issues. The key is minimun FPS (when the delay occurs).
One method is set all settings to the lowest (trading quality for performance) and check to see if the issue still occurs. If you have the issue on lowest setting then the issue is a component of your PC (processor, video card, memory). If you do not have the issue on lowest settings then move setting up one at a time and test each to find the sweet spot.
