I noticed that my laptop had somewhat high CPU and disk usage, and the item at top of the list was the Windows Compatibility Telemetry. I did some checking, and it seems to be unnecessary for Windows to run, it just doesn't keep analyzing your system and applications for compatibility, so I shut it off using the method at the link below. My CPU and disk usage dropped from the 90% range down to single and low double-digits.
I don't know if it runs all the time, but I didn't figure I needed it constantly talking to Microsoft about what's running on my PC, and so far there are no issues with it disabled.
