According to the latest report i read, there were NO survivors from the plane or the helo.

The Airport is owned by the Federal Government, and operated by Metropolitan Washington Airports Authority, which seems to be an independent entity created by Congress.

The incoming administration needs to apply hot coals to the CEO in charge of MWAA and get to the bottom as to why they were so understaffed, and operating below Federally mandated minimums. Understaffing to this degree should be a criminal violation, punishable by jail time for the CEO. More CEOs in prison would be healthy for the workforce. Too often do they screw up in the name of profits and only suffer a minor fine that their company pays for them.
Unacceptable.
The military, on the other hand, needs to immediately investigate the CO who authorized this Blackhawk training flight in the area, and allowed their flight plan to overlap a landing corridor of a public airport.
CNN has released two videos showing a different angle, it appears that they were at Co-Alt and well lit I can't see how they didn't see the Airliner? It happened very quickly and appears the airliner lost a wing in the collision resulting in an immediate dive to the river. I hope it was quick for all those people..
The understaffing at the control tower is going to be a huge focal point for this investigation. I'm sure some heads will roll.

I would think that it will be a confluence of a couple factors. Staffing of tower seems to be a major issue. Complicating things is the mix of civilian and military, particularly frequencies and identification beacons/transponders. I will wait for the results of the investigation.
But, that said, my initial impression is that the helicopter is going to have the majority of fault.
Good people sleep peaceably in their beds at night only because rough men stand ready to do violence on their behalf.
