One way or the other, it is. This has been going on for a long time, seemingly as long as I have been alive. I'm not too far from Philly so it's in the news often, and of course you can see the ship at the river front in Philadelphia. No plan has ever worked out. Always falls through or funding doesn't materialize. There just isn't enough interest in saving her, at least interest backed by cash.
