It's better than no power armor at all for sure, when power armor is needed. But I believe it's the least-capable of all PA sets. And honestly the aesthetic vibe is all wrong for me. I'm all for scrabbling together things in the wasteland, but this is a step too far for me. I sell or convert to scrip all raider PA pieces I find.
I think you'd do better to focus on T-45 or T-51 at this stage. But sure, use these parts and you can just keep upgrading as you find stuff. Mix and match is fine. Over time your set might transform in to something else. But maybe raider PA is your jam.

I never used the Raider Power Armor but it does have a pretty cool "Road Warrior/Mad Max" aesthetic to it if that fits your tastes.

If you have no power armor, or a good full set, then yeah, Excavator is well worth it. It has a +100 carry weight bonus and you can mine more ore, but who cares about that?
I would probably suggest just using the best you can find until level 50 then go for whichever set strikes your fancy. I use Hellcat for example, which can be acquired through the Steel Reign quests. But you won't want to go through all that for a level 25 set I don't think. And that legendary T-45 set still has your name on it, but as mentioned, it's a level 45 set.

Yeah, it's just until you hit level 50 (or level 45 for those items that max out at 45) you are always going to find your gear outleveled eventually. So that's why I say to just use the best of what you find, so that the time, effort and materials aren't used for things that will become obsolete. But that's just maximizing, and it doesn't matter all that much in the end. Use whatever you want!
What I tried to do was make sure I had many of the quest chains that gave an item I wanted at the end mostly done, so that when I hit 50 there wasn't all that far to go to get the rewards at final level. Beckett's, Steel Reign, Wastelanders for the stealth suit, which it should be said I crafted and never wore once. Hmm, I should do that. Belly of the Beast quest in the BoS quest line gives ultracite power armor. Only unique rewards like these should be done at level 50. Just about everything else can be crafted.

They can be found, and I think can be crafted at chemistry stations. The Line in the Sand event awards these I think. Fusion generators have them, and I think some workshops have a machine that makes them? Every power armor suit you come across has them too, but these are all at like 1/4 charge. If you do one month of 1st you can build a recharger to make all you have fully charged. But if you use PA a lot, you'll need a lot of cores if you don't have a recharger. And I imagine cores can be bought too?
There are perks you can run that extend the core life.

I have searched around and found some at the power station in Charleston. Another player had activated the production there. I went back today, but the dude was gone of course. The power plant has to be repaired so the production of fusion cores can start up again. Then it seems like one has to raise an antenna (?) and connect it to the power plant with some wireing.
Is Power Armor the only armor that needs a fusion core?

I think just power armor and gatling lasers use them?
Correct and the Plasma gatling guns use the plasma cores.
And then there's also the ultracite versions for both fusion and plasma cores.

I know only Bethesda would have this data but I would love to know what percentage of F76 players are female. I'm pretty sure it's a tiny percentage though as in less than 5%.

And I reckon in most cases female avatars are controlled by dudes. That was literally the first thing I thought when I saw Wigean's screen. Probably a dude.

Oh, there's no doubt that the vast majority of the female avatars you see in the game are male players. Not in F76 but I've played as female avatars in a few other games before.
