How does the camo work? do you have to buy each color and pattern separately for every mech?

You can either buy it to unlock for that mech, like all catapult variants, or you can pay a little to put it on just ONE mech, like one you plan to keep. You use whatever colors you have unlocked by whatever means. Colors are just bought/unlocked in general.

Thanks for heads up, nice sale... if I was thinking of going Liao then those green colors would be a buy... might pick up one if I try it and like it on one of my mechs. Nice to see the heavies on sale, but I have a hard time spending MC on mechs that I can grind out with C-Bills especially when playing this doesn't yet feel like grinding to me, every drop has something fun that happens, someone had a good analogy that it's like paying to sleep with your own wife... you can get it for free if you just work at it, and as long as working at it is so fun, why pay to jump to the chase... good for those that don't have time to work at it though, like stopping off at the jewelry store on the way home I noticed the Splatcat is on sale, there should be lots of newbs buying it hehe I bet should make for a splatfull weekend...

Yes correct on #1. On #2 you can either buy a cammo pattern to unlock for that mech chassis or for single use (I've only done the latter).

And single use meaning just one match? Or just one mech? For example, if I buy a JR7-F and then sell it, it is gone and I would have to buy the camo again for the next JR7-F I buy. Maybe i am making it more difficult then it has to be

A chassis would be Jenners, HBKs, Dragons, etc... So if I buy that pattern for the Dragon chassis, I can use it/remove it as much as I want for any Dragon (1C, 1N, 5N) that I own.
Single use means you buy it for one variant of the chassis (JR7-F in your example) and can only apply it onces. So you buy it for your JR7-F, "apply" it, and then it's there until you change your camo pattern to something different. At that point, it's gone and you'll have to buy it again if you want it. Not sure what happens if you sell the mech...
I haven't bought any camo patterns yet. I have no interest in buying the "single use" thing (not going to pay money for something I don't get to keep), and unlocking it for the chassis is too much money to pay for something I can't even see during the game (not to mention I can buy a new mech or a lot of premium time for the price of unlocking camo).
I did buy one color for 250MC the first time they had the sale (a dark blue). Otherwise all I have is the stock green, the stock camo, the PC gamer colors, and the PC gamer skin. To be honest, that's plenty for me to play with (again, given that it's something I can't even see in game).

Well, I initially thought that spending MC on something I can get with free CB wouldn't be a good idea, but then I realized that the reduced MC price for the CPLT-C1 was probably saving me a lot of grinding time, so I added $15 worth of MC and grabbed it. The best part is that I still had 5M CB in the bank since I bought the Cat with MC. That was plenty to be able to add DHS, and ES right away instead of grinding for another few days. Only got a few rounds in with it, but I like it. The 2x LRM15 pack plenty of punch, and then having TAG and 3 MLAS (or 4MLAS) left when someone gets to close is a nice change of pace from my more missile-dependent C4.
Speaking of the C4, using MC for the C1 meant I had enough to CB left to go 4x SRM6+Artemis, 2 MLAS, and JJ on the C4. I played 3 matches and the first one sucked (like 150 damage). The second and third though... 700 and 500 damage with some table-turning kills! I like!
